A review of housing policies solving inadequate public rental housing supply problems in Hong Kong

Hong Kong is suffering from inadequate public rental housing (PRH) supply because of instable supply and tenancy abuse problems. These problems would increase the average waiting time of PRH applicants. This study compares the housing policies implemented in Hong Kong and in Singapore to evaluate their effectiveness in providing interim housing and in solving tenancy abuse. Besides, this study conducts S.M.A.R.T goal analysis to examine if these Singapore’s housing policies are feasible to adopt in HK to solve problems mentioned.

Hong Kong is suffering from an inadequate supply of public rental housing (PRH) due to unstable supply and tenancy abuse problems. These issues have resulted in an increase in the average waiting time for PRH applicants. This study aims to compare the housing policies implemented in Hong Kong and Singapore to evaluate their effectiveness in providing interim housing and addressing tenancy abuse. Additionally, a S.M.A.R.T goal analysis will be conducted to examine the feasibility of adopting Singapore’s housing policies in Hong Kong to solve the aforementioned problems.

The study can conclude that Parenthood Provisional Housing Scheme and Housing Development Board Flat Policy in Singapore is more effective to provide interim housing and to solve tenancy abuse. Also, it identifies several conditions that Hong Kong Housing Authority should follow in order to ensure these 2 Singapore housing policies are feasible to adopt in Hong Kong. They are relaxation of Mandatory Provident Fund for using it to purchase private housing units, providing subsidized housing units for PRH applicants, and encouraging existing PRH tenants to purchase designated PRH units which are aged 30 years or above. The recommendations should alleviate the problems of inadequate supple of PRH in Hong Kong.

The study concludes that the Parenthood Provisional Housing Scheme and Housing Development Board Flat Policy in Singapore are more effective in providing interim housing and combating tenancy abuse. Furthermore, it identifies several conditions that the Hong Kong Housing Authority should consider in order to ensure the feasibility of adopting these two housing policies from Singapore. These conditions include relaxing the Mandatory Provident Fund for its use in purchasing private housing units, providing subsidized housing units for PRH applicants, and encouraging existing PRH tenants to purchase designated PRH units that are aged 30 years or above. The implementation of these recommendations should help alleviate the problems of inadequate PRH supply in Hong Kong.
