Waste management in Hong Kong is particularly problematic because of its high population density coupled with people’s consumption habits and limited space available for disposal purposes. To address these issues, the government has proposed the Municipal Solid Waste Charging (MSWC) scheme. This study explores the critical role of residential facility management in adapting and facilitating MSWC implementation. Through the Delphi process with the opinions from an expert panel of facility managers, the research aims at identifying potential policy challenges, examining impacts on operations, deriving qualitative insights through interviews, and forming recommendations in facilitating MSWC scheme.
Based on the insights and result gained from the Delphi study, several recommendations are made. These include the adoption of a hybrid approach to fee-charging trash bag management, establishing partnerships with green communities, increasing the staffing, piloting a reporting reward system, and collaboration with local authorities. This study adds to the better understanding of the challenge and the impact that might come from the Facility management aspects.
