Study on improving the cultural and creative industries under the 2018 Hong Kong industrial building revitalization scheme

Industrial buildings in Hong Kong mainly need to solve problems such as high vacancy rates, ageing structures, and mixed uses. In the Hong Kong Industrial Building Revitalization scheme 2.0, and the measures targeted at the cultural and creative sectors still need to be improved. Although permits have now been relaxed and can only be used as an office, industrial buildings containing uses for the direct provision of services or goods (such as exhibition spaces, education centres), are unacceptable from a fire safety perspective. However, the artists are keen to use industrial buildings as their art studios and hope opening the site to the outside world can achieve full usability.

This study explores the pitfalls of the Industrial Buildings Revitalization Plan 2.0 and provide recommendations for owners and governments considering developing these models in industrial buildings, hoping to accept licenses for art studios for teaching purposes effectively. The research will analyze the causes of the abovementioned problems through interviews, case studies, government reports, and academic papers. It aims to provide recommendations that can promote the multi-functionality of industrial buildings to meet the needs of today’s society.
